At approximately 2 pm, Sgt. Watkins watched a gray GMC Suburban enter the intersection of 1500 S 2500 E. The vehicle attempted to turn left and pulled in front of another westbound vehicle.
The oncoming vehicle and this GMC Suburban had to apply their brakes to prevent them from being hit. It was clear the Suburban failed to yield the right away.
The officer stopped the vehicle for failing to yield. He contacted the driver, who was identified as 43-year-old Leslie Dale Billings. The officer was aware of Billings and knew he also did not have a valid driver's license (suspended out of Colorado).
Sgt. Watkins had Billings exit the vehicle about when a Naples City Officer pulled up to assist with his Utah State Certified Narcotic canine on the vehicle's exterior. It was confirmed that Billings' driver's license was suspended, and the K9 gave a positive indication of the odor of illegal narcotics on the exterior of this vehicle.
The passenger inside this vehicle was 42-year-old Kristine Marie Phillips, who also exited the vehicle.
A vehicle search was going to be conducted due to the positive indication by the K9.
On the passenger seat, the officer immediately noticed a tooter straw with residue. A tooter straw is commonly used to ingest illegal narcotics such as heroin and Fentanyl.
Sgt. Watkins issued Phillips her rights per Miranda, which she reported understanding and agreed to speak with the officer. Nothing other than additional drug paraphernalia (along with tinfoil with residue) and the set of scales found in Ms. Kristine Phillips's purse were located inside the vehicle.
The officer confronted Phillips about having drug items on her person and asked her where the rest of the drugs were located on her. Phillips stated she did have drugs concealed in her bra. She indicated that she had Fentanyl pills and methamphetamine and believed she had Fentanyl powder in her bra. Based on the number of narcotics she claimed she had, Fentanyl as well as the powder, which are very dangerous, Sgt. Watkins had a female deputy respond to their location, where the narcotic items were safely removed.
Ms. Phillips indicated that the narcotics located were for personal use. She was found to have 56.18 grams of Fentanyl pills and 22.11 grams of methamphetamine concealed inside her bra. The weights included the packaging material. Because of the scales found inside Ms. Phillips's purse and the amounts found concealed on her person, it was believed the Fentanyl pills and meth were possessed with the intent to distribute.
Leslie Billings and Kristine Phillips were placed under arrest for having illegal narcotics. Prior to this traffic stop, they were seen leaving a home in Uintah County. Later this evening, a search warrant was executed at the residence. Billings and Phillips left this residence, and two juveniles and another adult female were found in the home.
The Fentanyl pills were packaged similar to the ones found on Ms. Phillips, along with Fentanyl powder, were seized at the residence. The narcotics located at this residence where Phillips and Billings, who are married according to them, were seen leaving, and the similar drugs found on Billings and Phillips strengthen the officer's belief.
The narcotics found on these two individuals were possessed with the intent to distribute. Also, Leslie Billings is currently on supervised probation with Adult Probation and Parole.
For these reasons, Sgt Watkins requested that Leslie Billings and Kristine Phillips's bail be denied.
