Concerned neighbors call the police when a female is seen with a black eye

DCFS contacted the Naples City Police Department concerning allegations of domestic violence in front of children. In the CANR report, this incident stated that an adult female had a black eye, and the children had potentially witnessed the incident.


The suspect was listed as 32-year-old Kelly Ray Johnson. The family's address is the Lazy K Motel, 755 South 1500 East Naples, Utah.


DCFS caseworker Tristan told Chief Simper that she was going to conduct a scene investigation with the children, and he accompanied her.


They then went to the Lazy K Motel and knocked on Kelly's door. He answered and told him he was the only one there, and his wife was working the Door Dash.


Kelly was verbally aggressive and wanted to focus on who reported them. He blamed a neighbor as the neighbor had confronted them about noises coming from their room, and Kelly threatened to kick his ass. He thought this was retribution.


Chief Simper and Tristan informed Kelly that it had been reported that a physical altercation had occurred in front of the children. Kelly denied this and argued the reason they were there.


Kelly allowed Tristan to look through the room's door and gave him his wife's phone number. He became upset again and slammed the door.


The investigators contacted the victim, who agreed to meet them at a parking lot in the middle of town.


At first glance, Chief Simper saw both eyes of the victim darkened and heavy, covered in makeup. The bruising went onto the forehead and onto her cheeks. The victim first stated Kelly had never hit her. When the bruising was pointed out, she stated it was an accident. When asked to explain the accident, the victim stated she and Kelly were teaching the boys wrestling moves, and Kelly accidentally came in contact with her face.


When the Police Chief asked when this happened, she stated it was three weeks ago. The victim stated there was still a bump under the skin of her cheek. Chief Simper advised her she should have a medical professional evaluate her as he believed there could be substantial damage if the injuries were still visible with swelling.


Chief Simper told her the amount of bruising to her face was more than an accident. She changed her story to say it happened while they were being intimate. He asked her to describe this to him. The victim began to describe herself as being on her knees, and Kelly was standing in front of her. He didn't like what she was doing and started throwing his hands. The victim stated she ducked and still ate a punch.


The victim began crying, the makeup began to wash off, and the bruising on her face became more visible. She was asked if this had happened before, and she answered yes. The victim described Kelly as an angry person who has conflicts with every family member, landlord, or neighbor.


The victim stated she feared for her safety and agreed this was not a good relationship. During this interaction, Kelly called the victim's phone approximately ten times and sent multiple messages. The victim would visibly shake when the phone rang.


Chief Simper and Tristan stressed the importance of safety for her and her children, asking her to speak with a victim advocate and develop a safety plan. The victim stated she was worried about what Kelly would do when she returned home and had not answered his phone calls.


Chief Simper told the victim he would be arresting Kelly for assault, advising it was out of her hands at this time.


Chief Simper and multiple officers went to the Lazy K Hotel and took Kelly into custody without incident.


Kelly's demeanor completely changed with this approach, and now he wanted to talk about how the victim received a black eye when they were having oral sex. Kelly stated she was biting him, and he began flailing his arms. He demonstrated holding his arms above his head with closed fists. He said the victim ducked and ran into his hand. This statement did not make sense as the victim was on her knees, already ducked down.


Kelly was arrested by Officer Roth and transported to the jail, where a jail release agreement was put in place.


The victim told Chief Simper she feared Kelly would kill her, automatically making this a high-risk relationship. FAFV was called out and exchanged information with the victim. Forensic interviews were set up for the children.


 Kelly Ray Johnson may post bail in the amount of $1,080.00.
