Officer McDavid with the Naples City Police Department received a call for a potential DUI driver leaving the Animal Shelter heading eastbound toward 1500 East.
The complainant described the individual as an approximately 50-year-old male who smelled of alcohol. The license plate that was called in came back to a 2004 Chevy Aveo silver in color.
The officer started driving toward the address in order to find the suspect's vehicle. As he approached the male's address, the officer noticed the vehicle's reverse lights come on and started backing out of the driveway.
The vehicle turned westbound on 1700 East, and the officer turned around to try to catch it. As Officer McDavid got closer to the vehicle, he noticed it turning around at approximately 1700 E 1700 S.
The vehicle then stopped, and the male driver got out as the officer pulled behind the Chevy Aveo.
The man approached the officer, and he informed the man that the reason for contacting him was his vehicle was called in for a possible DUI. The officer could smell a strong odor of alcohol coming from the man as he spoke.
Officer McDavid asked the man what he was doing, and he stated he was trying to find a friend for his puppy. The officer asked for his driver's license, and the man was identified as 53-year-old Leonard Robert Williams.

Leonard was asked if he had anything to drink because the officer could smell alcohol, and Leonard said he had not been drinking. He was asked when the last time he had an alcoholic beverage was, and he said the night before between 8-9 pm.
The officer asked Leonard if he would be willing to perform a series of tests to prove he wasn't under the influence. He initially refused to perform the tests until Officer McDavid informed him of the consequences of refusing the test. Leonard changed his mind and agreed to do the tests but stated he couldn't stand on one leg or do the nine-step walk and turn because he had a brain injury, but it didn't affect his eyes. Leonard was asked to elaborate on the brain injury, and he stated he had to be life-flighted to Salt Lake City but could not provide more information.
After performing the tests, Officer McDavid informed Leonard he believed he was driving under the influence. Leonard stated that the officer needed to just let him go because he lived just down the street.
Leonard also said that as an officer, he had the ability to look the other way, but Officer McDavid said that was not going to happen.
Leonard stated several times that he had just driven down the road a short distance to attempt to find a friend for his puppy.
Leonard was asked if he would provide a Preliminary Breath Test, but he refused.
Williams was then escorted to a patrol vehicle, and a search was conducted incident to arrest, and nothing of interest was found.
Officer McDavid read the DUI admonitions to Williams and requested he take a chemical breath test at the Uintah County Jail. Williams refused to take the test and stated, "The police would be getting nothing.”
Leonard was informed of the refusal admonition and taken to the Uintah Basin Medical Center for a blood draw.
A blood draw warrant was submitted and approved. A nurse at Uintah Basin Medical Center obtained two vials of blood.
Leonard Williams was then transported to the Uintah County Jail.
