Deputy Lyman observed a vehicle traveling North on Whiterocks Highway and conducted a records check on the passing vehicle.
The records check returned the vehicle as belonging to 45-year-old Epigmenio Rascon Almanza, and it had a warrant attached for Epigmenio.
The deputy caught up to the vehicle and watched it veer off to the right side of the road, crossing the white line. The vehicle then drove partly in the lane and partly on the embankment as it drove down the road.
A traffic stop was conducted, and the deputy noticed that Epigmenio was the driver. Deputy Lyman informed the driver that he understood he didn't have a valid driver's license.
The deputy returned to his patrol vehicle and confirmed that Epigmenio had three warrants.
Deputy Lyman informed Epigmenio that he was under arrest, asked him to get out of the car, and placed him in handcuffs. Because Epigmenio had a suspended license, his vehicle was impounded per state tax.
The deputy started a pre-impound inventory of the vehicle. Upon conducting an inventory of the vehicle, he found two small glass pipes with white and black residue. Through Deputy Lyman's experience and training as a Field Identification Drug Officer, he recognized this to be material used in the illegal consumption of methamphetamine.
Epigmenio was then transported to Uintah County Jail and booked on his warrants, along with the charges of possession or use of a controlled substance (Methamphetamine), a class B Misdemeanor, and possession of drug paraphernalia, a class B misdemeanor, and driving on a suspended license, a class C misdemeanor.
Epigmenio Rascon Almanza may post bail in the amount of $1,720.00.
