Reckless driver with three children in the vehicle arrested for DUI

An individual called 9-1-1 to report a reckless driver in the area of 1500 West US-40. The complainant stated that a white GMC Yukon was weaving all over the road, almost hitting the sidewalk.


Shortly after the reckless driver call came over the radio, Trooper Lorensen located the Yukon parked in front of a local business.


Upon locating the vehicle, he conducted a records check, learning that its registered owner, 37-year-old Lacy Raschell Weber, is alcohol restricted with prior driving arrests.


The Trooper saw a female resembling Weber's driver's license photo enter the Yukon's driver's seat and drive away without putting on her seat belt. He followed behind the vehicle, observing it fail to maintain a single lane while driving westbound on SR-40. Seeing this violations, a traffic stop was initiated, and the Yukon eventually stopped at the Walmart fuel center.


Trooper Lorensen walked up to the driver's side window. Lacy was still not wearing her seat belt and didn't have her driver's license with her, but she did identify herself by providing her name and date of birth.


During this interaction, the Trooper thought Lacy was unusually sped up in both her speech and her movements.


At the time of this stop, Lacy had her three children in the vehicle with her.


The Trooper went to his vehicle to perform a records check. He then re-approached the vehicle and Lacy, without prompt, stated cops were making her nervous.


With the Trooper becoming suspicious of Lacy being under the influence of a stimulant, he asked her about any recent drug use. She replied she was taking her prescribed Phentermine. When asked about illicit drug use, She stated she hadn’t used meth in about two years. She was then asked to describe the effects of her medication, indicating it made her feel sped up. Not quite the same as meth, but still sped up.


Weber indicated she had recently taken a dose of Phentermine prior to driving.


Trooper Lorensen told Lacy the need to perform tests to ensure she was safe to be driving. At first Weber was apprehensive about performing field tests, indicating she was nervous about how she would perform.


Once they had finished the sobriety testing, the Trooper began to consider all the facts of the case, one being that Lacy reported as a reckless driver, and personally observing her fail to maintain a single lane, her history of meth use, her history of DUI related issues, admitting to taking Phentermine prior to driving, as well as her performance in sobriety tests.


Trooper Lorensen determined Lacy Weber was unsafe to be driving and placed her under arrest for DUI at 6:19 PM. Her three children were released to a relative.


After releasing the Yukon to the wrecker, Trooper Lorensen transported Lacy to the Uintah Basin Healthcare. Once inside, hospital staff administered the urine test and took two vials of blood from Lacy.


Once finished at the hospital, Lacy was taken to the Uintah County Jail, where she was booked on the following charges: DUI 2nd offense, DUI with a passenger under the age of 16, no insurance, and failure to operate within a single lane. Lacy was warned for failure to wear a seat belt and for having no driver's license in possession.


Trooper Lorensen reviewed a III report of Weber's criminal history, observing that she does, in fact, have a prior history of DUI with child passengers.
