While a female was being arrested for warrants, a passenger who had drugs in his pocket tries fleeing the traffic stop

While patrolling in Myton City, Cpl Cox spotted a vehicle in which he had seen a wanted person driving. The person has a suspended driving license from prior DUIs and two warrants for her arrest.
As the vehicle approached the 300 West 100 North stop sign, the deputy positively identified the driver as 24-year-old Talia Rain Warren.
The deputy turned around, activated his emergency lights, and stopped the vehicle at 60 North 300 West.
Cpl Cox approached the vehicle and smelled the strong odor of marijuana. Talia was aware of her license suspension and her warrants. While Talia exited the car to place her under arrest, a rear passenger began to exit the vehicle and subsequently arrested the passenger, 21-year-old Niqlas James Burke, as well.
The deputy continued telling Niqlas to get back into the vehicle, or he would be arrested, but he continued ignoring lawful orders and continued walking across the street.
Talia was placed into the patrol vehicle, and the deputy continued to order Niqlas to stop. However, he ignored the orders.
Cpl Cox ran over to Niqlas as he was attempting to walk into a residence and grabbed his arm. Niqlas was ordered to put his hands behind his back, but he resisted, tensed his arms, and pulled away.
They were standing on a very small porch, and Cpl Cox pulled Niqlas off the porch down to his knees, where he continued to resist. Niqlas was told if he didn't comply with lawful commands, he would be tased. Eventually, Niqlas complied, and his hands were placed behind his back into handcuffs.
The deputy walked Niqlas back across the street to his patrol vehicle, and while conducting a search of Niqlas, he began to resist again and accused the deputy of trying to take his pants off.
Niqlas had something balled up in his left pant pocket that he seemed to be trying to keep Cpl Cox from getting. Niqlas tried hiding what was in his pocket by pushing his pants down and pulling stuff out.
The deputy was to get the items out of his pocket, and a glass marijuana pipe fell to the ground. Two bandannas with something wrapped inside of them were also located. They both had a glass pipe with a white substance consistent with meth. Niqlas also had another marijuana pipe with a green leafy plant material consistent with marijuana.
A black bag belonging to Talia was found in the back seat. Inside the bag was a box with a glass pipe with a white crystal substance consistent with methamphetamine.
After completing the search, both Talia and Niqlas were transported to the Duchesne County Jail.
Talia was booked on two statewide warrants, driving on suspended with prior qualifying circumstances, possession of controlled substance meth, and drug paraphernalia for the items used to contain and facilitate the use of illegal controlled substances.
Niqlas was booked for fail to stop for command of a peace officer as he was told by the deputy multiple times to remain in the vehicle and stop after he attempted to escape the traffic stop into a residence and should have reasonably known that he was being detained, interference with the arresting officer, possession of controlled substance-meth, marijuana, and drug paraphernalia for the items used to contain and facilitate the use of illegal controlled substances.
The court ordered that Talia Rain Warren be held without bail.
Niqlas James Burke may post bail in the amount of $2,500.00
